Illicit actors require licit logistics to carry out their illicit activities, and specifically use of the systems of trade, transport, finance, and communications. For example, drug traffickers may need to charter an airplane to move their goods; wildlife traffickers may create Facebook pages to sell pangolin scales; or arms dealers may need to fill out purchase orders for dual- use goods. Any, and all, of these acts leaves a data trail that can be found in publicly available data.
